Bedford, N.H. July 21, 2026 – Thomas Burns, PE, has been promoted to TFMoran’s Civil Department Manager. Mr. Burns joined TFMoran in 2014 and has over 25 years of civil engineering experience and is responsible for the overall project management and design of private, public, and municipal land development projects.

He has extensive experience in complete site planning and design, including layout and grading, stormwater analysis and management, soil analysis, sewer and subsurface septic disposal systems, traffic analysis, and permitting.

Mr. Burns is a graduate of the University of New Hampshire, where he earned a Bachelor of Science in Civil Engineering, and is a Licensed Professional Engineer in New Hampshire and Maine. He is also a New Hampshire Certified Subsurface Disposal System Designer.
